A first look at the upcoming 20th National Party Congress of the CPC
On October 16, all eyes will be set on Beijing, as the Chinese Communist Party (CPC) holds the inaugural meeting of its 20th National Party Congress (NPC), where the President of China and General Secretary of the CPC, Xi Jinping, is expected to secure an unprecedented third time as head of the Party and of the government. During the meeting, President Xi will also deliver a work report, which is likely to solidify and expand the development concepts which have emerged during his administration, and which collectively are known as ‘Xi Jinping Thought.’ The concepts in this work report will most likely be enshrined in the Constitution of the CPC, thus becoming a guiding principle for Party and government action. Despite being formally identified as the CPC’ highest decision-making body, the National Party Congress (NPC) has little de facto power. While the NPC is convened every five years to appoint the Party’s top leadership and make amendments to the Communist Party of China (CPC) Constitution, in reality power flows from the top to the bottom. Membership at the CPC’s Central Committee, the Politburo, and its Standing Committee is decided through a process of back-room negotiations amongst Party leaders.
The NPC is better understood as a ‘quasi parliament’ of the CPC whose role is to legitimize the position of the CPC’s top leadership vis-à-vis the rest of the Party; as well as the central role of the CPC and its leadership in guiding the nation vis-à-vis the Chinese society.
There is nothing to suggest that Xi Jinping will not succeed in being appointed for a third time as General Secretary of the CPC. On the contrary, Xi appears to be in a position of strength domestically. Xi may in fact further strengthen his power over the Party and his legitimacy vis-à-vis the public if his role as the ‘core’ of the CPC, a term which affirms his dominance over other CPC senior leaders, is enshrined in the Party Constitution. This could open the path for him to stay at the helm of the CPC and the Chinese nation for as long as deemed necessary to achieve the goals outlined in ‘Xi Jinping Thought.’
Leadership turnover will be another important aspect to look at during the 20th NPC. Whoever is appointed to the central party organs will become a key player in politics and government decision-making for at least the next five years. They will be the individuals that support Xi as he works to achieve his development vision. At the same time, whoever steps down could leave a vacuum of expertise which is difficult to fill. There are at least 37 members of the Central Committee, including 10 members of the Politburo and two of the Standing Committee who will have to leave as they have already reached the age of retirement – i.e., 68 years old. But the number of those stepping down could be larger in order to give way to a younger generation of Party leaders.
Xi Jinping will deliver a work report which is likely to further consolidate ‘Xi Jinping Thought’ by incorporating some of the development concepts that have been introduced over the past five years, such as ‘dual circulation strategy,’ whose goal is to increase the role of domestic economy in driving overall growth, including by strengthening self-reliance in ‘critical’ sectors; and by adding more detail to and repurposing old concepts such as ‘common prosperity,’ which seeks to reduce income inequality, increase social mobility and improve working conditions. Of particular interest will be whether the work report contains more detail on the pathway for China to achieve its centenary goal of “national rejuvenation” by 2049.
On the geopolitical front, there is no question that the work report will reaffirm China’s position on ‘red line’ issues, especially with respect to the indivisibility of China. This includes the inviolability of the ‘One China’ policy, according to which Taiwan is part of China, and the People’s Republic of China, with its capital in Beijing, is the sole legal government of China.
The work report is also likely to advance, and perhaps further elaborate on, the concept of ‘shared future for mankind,’ which proposes a rethinking of global governance, including the need to reform international institutions to give a higher say to emerging economies on how the world is governed. The ‘Belt and Road’ Initiative is likely to be mentioned as a platform for China to push forward this vision. But it might not be so prominently featured in the report given how much it has been criticized and the challenges that some governments in developing economies are facing to pay debt owed to Chinese-led infrastructure projects. |
