"Feigenblatt des Absolutismus"?

Hallo!

Ich soll für eine Hausaufgabe erarbeiten, warum LIEBKNECHT den Reichstag (zur Zeit BISMARCKS) als "Feiegnblatt des Absolutismus" bezeichnet hat.

Was könnte das bedeuten?
Meint er, dass Bismarck nur so "demokratisch" tut und in Wirklichkeit Absolutismus in Deutschland herrscht? Warum meint er das?
