Die Diskussion um die Rolle der UNO bei internationalen Konflikten hat sicher an Bedeutung zugenommen, seit die Auflösung der Blöcke neue (und jeweils andere) Koalitionen ermöglicht. Auch die NATO kann deshalb eine größere Rolle spielen, weil sie seit Wegfall der Polarität zum Warschauer Pakt nicht mehr nur Drohkulisse ist, sondern eingesetzt werden kann, ohne einen Weltkonflikt zu riskieren.
Ganz neu ist die Skepsis gegenüber der Kompetenz der UNO zur Konfliktregelung dennoch nicht. Aus Zeiten des Kalten Krieges stammt noch diese Klassifizierung:
- Haben zwei kleine Staaten einen Konflikt und die UNO greift ein, ist der Konflikt weg.
- Haben ein großer und ein kleiner Staat einen Konflikt und die UNO greift ein, ist der kleine Staat weg. (Korea lehrte allerdings das Gegenteil, aber vielleicht lag das ja an China. Aber Vietnam ... )
- Haben zwei große Staaten einne Konflikt und die UNO greift ein, ist die UNO weg.

Mögliche Beispiele gibt es viele. Ich denke an die blutig unterdrücken Aufstände in den ehemals sozialistischen Staaten, als NATO und UN einfach tatenlos zusahen. Gut, mit dem realistischen Horrorszenario eines dritten Weltkrieges vor Augen hat man natürlich einen sehr geringen Handlungsspielraum und überlegt sich besser dreimal, was man der Sowjetunion vorwirft, aber trotzdem... Es gibt da eine Karikatur zum Aufstand in Ungarn 1956:

Mit dem Nichteingreifen der UN und der Intervention der NATO, meinst du vielleicht den Kosovokrieg 1999? Die UN erachteten die humanitäre Situation als nicht so gravierend, dass man da mit Blauhelmen hätte eingreifen müssen, die NATO war anderer Meinung und führte Krieg gegen Serbien.

Ich schreibe gerade einen kleinen Aufsatz zu Thema "Das Verschwinden der UNO".
Dabei habe ich konkreten Aufbau und benötige noch einige Beispiele, denen sich zeigen lässt, dass der Sicherheitsrat oft Handlungsunfähig ist, aufgrund unterschiedler Interessen der Mitglieder bzw. durch Untätigkeit, aufgrund von fehlendem Eigeninteressen.
Ich habe als Beispiele schon die Ruanda Krise, den Irak Krieg als aktuelles Ereignis den Atomstreit im Iran.
Habt ihr noch ähnliche Beispiele. Und gab es nicht auch einen Fall, in dem die UNO untätig blieb und die Nato stattdessen eingriff??? Ich dacht ich hätt das schon mal irgendwo gelesen.
Naja vielleicht habt ihr ja noch was für mich.
